It is designed as a spacer for an Old Man Emu and front coil spring and strut used to fine-tune the vehicle's suspension height. It's installed between the coil spring and the lower spring seat to adjust the ride height, typically to correct any lean or imbalance caused by uneven weight distribution (such as when a vehicle is loaded with gear or equipment). Trim packers are often used to level the vehicle, compensate for use of a winch or off-road bumper or maintain the proper stance after installing aftermarket suspension components like shocks or springs.
